Director of media firms jailed for forgery in attempts to lie to MDA

SINGAPORE — The director of two media groups here was on Friday (June 10) sentenced to 22 weeks’ jail for forgery offences, after he tried to deceive the Media Development Authority (MDA) that the millions of dollars disbursed to his firm was still in the bank account.

Devesh Chetty, 48, was convicted of two counts of forging two email messages from the bank, and a third charge of abetting the forgery of a bank statement.

Another forgery charge was taken into consideration during sentencing.

The court heard that Chetty was appointed as the director of RGM Entertainment and RGM Group in and respectively. RMG Group is in liquidation.

In , the MDA entered into two collaboration agreements with both firms. Under each agreement, the media regulator would disburse S$10 million to RGM Entertainment — in two tranches of S$5 million each — for RGM Group to set up a film production fund in Singapore.

By June , MDA had given out S$15 million.

Five months later, the authority asked Chetty to show proof of the whereabouts of the money, but RGM Entertainment no longer had the funds, because they were either used or applied by Standard Chartered Bank to pay off part of RGM Entertainment’s overdue loans, Deputy Public Prosecutor (DPP) Leong Weng Tat said.

In order not to disclose that the money was gone, on Nov 29, , Chetty forged two email messages sent from Standard Chartered Bank.

He amended the original dates of the two email messages, as well as those in their contents to that of Nov 29, so that it would show that the firm had a fixed deposit of S$5 million and a deposit of S$10 million in its bank account on that particular date.

The court also heard that Chetty set up Sachmo International, a company registered in Mauritius, to acquire Village Roadshow Limited’s stake in the shares of Dartina Development Limited, which owns and manages Golden Village Cinemas in Singapore.

Village Roadshow is a cinema and theme park owner.

In November , Chetty went into an agreement with Mr Garett Lim, who provided him with S$2 million to finance part of that shares purchase.

When Mr Lim tried to get Chetty to repay the amount, Chetty asked his employee to forge Sachmo International’s bank statement to reflect a balance of about S$ million on May 31, — an amount the bank account did not contain.

When Chetty met Mr Lim, he made the same employee take along the forged bank statement to assure Mr Lim that he had the money to repay him.

Separately, both firms were previously reported to have been sued by the MDA for S$ million over undelivered projects and unpaid loans.

In an update, an MDA spokesperson told TODAY that the civil proceedings have stopped.

“Devesh Chetty was made a bankrupt by the High Court and his companies were wound up,” the spokesperson said.
